Why does God allow Satan to cause so much trouble?

The questions we're answering in this message are about Satan?  Did God create Him?  If so, why didn't God deal with him before he tempted Adam & Eve?  Why did God allow Satan to bring so much pain to Job?  Was God breaking His promise made in Deuteronomy to keep those who follow Him from harm?
